How to move capital into El Salvador in 2026.

Four routes, the hands that run each one, and the paperwork that decides how fast it goes.

The short answer. El Salvador uses the US dollar, does not tax income that comes from abroad, and has a regulated path for digital assets. Moving capital in is simple when each route has the right hands: the banking system for dollars, providers registered with the CNAD for digital assets, an escrow agent for any purchase, and counsel for the structure.

What actually slows people down is paperwork: every bank, notary and escrow agent will ask where the money comes from. Have that answer documented before you send anything.

The four routes

If you are movingWho runs it
DollarsThe Salvadoran banking system. When there is a deal on the other side, the funds wait in escrow instead of going to the seller.
Digital assetsProviders registered with the CNAD, the national digital asset commission. What to check before you use one.
A property purchaseownelsalvador.com: due diligence, closing and registration at the CNR, with the money in escrow until the deed is signed or, if the parties agree, until registration.
A company or its assetsCounsel through Intersection Legal, and the price held by Stratos Escrow until closing. Escrow in an acquisition.

Dollars: no conversion, and the bank does the reporting

The US dollar has been legal tender in El Salvador since 2001, so there is nothing to convert and no currency risk between a US account and a Salvadoran one.

Salvadoran banks report every international electronic transfer of US$1,000 or more to the Financial Investigation Unit (UIF) each month. That is routine and it is the bank’s job, not yours: the UIF itself says the customer who receives a wire does not file anything. Cash is different: carrying US$15,000 or more across the border must be declared under the anti-money-laundering law in force since October 2025. Send wires, not cash.

The origin of the funds is what sets the pace

Banks, notaries and real-estate intermediaries are obligated entities under El Salvador’s anti-money-laundering law (Decreto 426, in force since October 2025), and escrow agents run the same checks before they open an account. Each one must identify you and understand where the money comes from, and an obligated entity can decline a transaction it cannot document.

For foreign investors and Salvadorans abroad, the Attorney General’s office published a risk-based framework in 2025: every client signs a profile and sworn statement, and larger or riskier amounts add proof of income and a justification of the origin of the funds. Money sent from an active account in your own name in the United States, the EU, the UK, Canada, Australia or El Salvador can put you in a lower-risk category.

In practice: bank statements that show the money, and the document that explains it (a sale deed, a salary record, a tax return, company accounts).

Taxes: what comes in is not taxed; what it earns here is

Since the reform to Article 3 of the Income Tax Law in force from 22 March 2024, income from abroad and capital brought in from abroad are not subject to income tax in El Salvador, for residents and non-residents. What the money earns inside the country (rent, profits, local interest, capital gains) is taxed. The full picture, with rates.

Digital assets

Exchange, custody and transfer of digital assets for third parties can only be offered by providers registered with the CNAD. Check the provider in the CNAD’s public registry before you move anything. Bitcoin-only services are supervised by the Superintendencia del Sistema Financiero under Central Reserve Bank rules. Buying property or a company

Foreigners can own property in El Salvador. The Constitution limits rural land to foreigners whose countries grant Salvadorans the same right, except land for industrial establishments (Article 109). For any purchase, the rule we apply is the same: the money moves last, from an escrow account, against conditions written before anyone signs.

Registering the investment

El Salvador’s Investment Law (1999) says foreign investors must register their investments with the national investment office, which registers them within thirty business days. Ask counsel which office handles it today and whether your structure needs it.

Before you move anything

  • Decide the route: dollars, digital assets, property or company.
  • Document the origin of the funds and send from an account in your own name.
  • For any purchase, get escrow instructions from the escrow agent itself and confirm them by phone.
  • For digital assets, confirm the provider is on the CNAD registry for the service you will use.
  • Have counsel confirm the structure and the tax position of what the money will earn here.

Frequently asked

Is money I transfer into El Salvador taxed?

No income tax applies to income from abroad or to capital brought in from abroad, under Article 3 of the Income Tax Law as reformed in 2024. What the money earns inside El Salvador is taxed.
